We, the Citizens of Rwanda who are signatories to this Proclamation, met in Bethesda , Maryland, in the United States of America on 11 – 12 December
2010, to discuss strategies for resolving the explosive political impasse that prevails in Rwanda and to envision a new nation embedded in human dignity,
mutual respect, freedom, liberty, justice, and democracy.
